East Bend - Site Criteria

Criteria	Description
*Tier One*
Site Capacity	Space for building and parking (rule of thumb: site should be 4 times larger than facility) Space for future expansion Space to accommodate necessary setbacks, road expansions, and other amenities.
Accessibility	Parking access is number 1 Mass transit Pedestrian Traffic Patterns/Flow
Demographic Patterns/ Centrality	Should support cluster visits by having a site near other common trips Site should be where the largest percentage of all people to be served can have easy and frequent access Proximity to schools Proximity to other libraries Site is not isolated
Visibility	Visible from the street Traffic counts are above or exceed local averages.
*Tier Two*
Cost and Availability	Cost of site acquisition/lease Timeframe for development of the site
Neighborhood Compatibility	Will the library be a good neighbor? Will it fit with nearby future development? How will the library fit into the neighborhood?
Legal Matters	Existence of easements? Zoning restrictions? Entrance and egress? Multiple owners? ADA
*Tier Three*
Utility Availability/ Site Infrastructure	Presence of electrical, water, gas, sewer, and other? Cost-benefit of site mitigations Technical and environmental assessments
Partnerships	Co-location with other entity Mutually beneficial joint development Enhances service possibilities
Library Programming Requirements	At least a single street level entrance Flexible floor plan Minimum of load bearing walls and closely placed columns
Security	Security Conscious Design or potential
Green	Green Design or potential
